In a small saucepan cover potates with water and bring to a boil. Cook 10 minutes or until just tender. Drain and let cool.
In a large bowl combine sour cream, vinegar, sugar, salt, pepper, and mustard. Add celery, cucumber and dill; stir until vegetables are coated. Add potato and egg. Toss gently to coat. Garnish with chives.
