In a small bowl, combine paprika, oregano, thyme, cayenne pepper, sugar, salt and pepper and blend together. Sprinkle the spice mixture on all sides of fish, coating the fillets completely. Heat a large heavy skillet over high heat. When hot, add oil. When oil is hot add garlic and saute until golden, then discard the garlic. Add butter to the skillet and when melted add catfish. Cook quickly, about 4 minutes per side. Serve immediately.
