Mix all marinade ingredients and toss with steak strips and let marinate for 30 minutes. Mix all seasoning ingredients together in a small bowl. Mix all sauce ingredients in a small bowl. Place a wok or skillet over high heat and add 1 Tablespoon oil. Add 1/3 of the beef and fry for 2 minutes. Remove to a plate and continue with the rest of the beef. Add enough oil to the wok so that you have 1 Tablespoon and add the seasonings. Stir-fry for 30 seconds. Add sauce ingredients and stir and cook until thickened. Add beef back to pan and cook and toss for 1 minute. Serve immediately over rice.
